Jo Kaybryn

Portfolio Lead & Principal Consultant

My career in international development spans 21 years, leading inter-disciplinary teams to undertake multi-country assignments and to provide expert technical assistance to UN agencies, governments, development partners, and NGOs. My specialisation is in ethics in evaluation methodologies and mixed methods approaches with further international experience in HIV, gender, child protection and social protection systems. I have gained project experience in Africa, Asia, Oceania, the Americas and Europe and I am currently project director of DFID’s Evaluation Quality Assurance and Learning Service (EQUALS) and lead IOD PARC’s Europe and Central Asia Evaluation Consortium.

At IOD PARC, I lead the Systems and Complex Evaluation Portfolio which improves organisation’s relevance, quality and efficiency. I specialise in delivering evaluations to international standards through systematic methodologies and custom-tailored processes that meet the unique needs of clients. Prior to joining IOD PARC I co-owned a small responsive consultancy delivering targeted technical assistance across the health, gender and economic development sectors to UN agencies. Previously I specialised in HIV working for international NGOs and with communities in Southern Africa and Southeast Asia. Through my work I apply transferable skills in evaluation, research methodologies and mainstreaming approaches alongside strong collaborative skills that allow me to understand people and programmes within their contexts. I have a BSc in Economic and Social Policy and an MSc in Development Finance, and currently reading International Laws LLM at the University of London. I am a member of the UK Evaluation Society, the European Evaluation Society and the American Evaluation Association, and a Fellow of the Royal Society of Arts.
